Position Summary:

The ABECC Enrollment Manager is responsible for oversight of enrollment and registration for all ABECC programs, providing supervision, leadership, and guidance to staff, and ensuring the efficiency of division-wide systems and processes. This role supports infrastructure that reflects compliance with college, state, and grant funders, including oversight of the enrollment funnel, ensuring the implementation of college admissions, enrollment, and course registration, as well as, Arizona Department of Education (ADE) application and registration processes according to eligibility requirements. The ABECC Enrollment Manager collaborates with multiple units within the Division to develop and implement enrollment strategies that align with institutional and Division enrollment objectives.

About Adult Baisc Education:

For more than 55 years, Pima's Adult Basic Education Division has served adult learners in Pima County with Adult Basic Education, Adult Secondary Education/High School Equivalency (HSE), English to Speakers of Other Languages (ESOL), Refugee Education, Rights and Responsibilities of Citizenship, Student Engagement, IBEST, and Transition programming and services. Each year, thousands of adults are served at college campuses, in community locations, virtually/online, at the Pima County Jail, and primarily at three large learning centers.

The work schedule for this position is flexible and will include working evenings. Given the student-facing nature of the work of the ABECC Enrollment team, this position will work in-person.

Duties and Responsibilities:

  • Maintain systems, processes, and staff capacity to meet college, state, and grant funder needs for student enrollment.
  • Enhance operational efficiency and learner support by leveraging technology tools and implementing automation solutions.
  • Supervise employees; prioritize and assign work. Conducts performance evaluations and ensures staff training. Make hiring, termination, and disciplinary recommendations.
  • Develop, implement, and evaluate strategic program objectives, policies, and procedures; interpret and apply policies and procedures.
  • Conduct research, compile and analyze data, produce reports on student enrollment and onboarding.
  • Develop reporting mechanisms to capture enrollment work completed at four learning centers in collaboration with the internal partners and ADE.
  • Oversee student records management; facilitate internal audits for College and ADE policies and practices of student enrollment using college platforms (AAEDMS, Banner, Salesforce, PCC proprietary tools).
  • Coordinate with departments, and divisions to interpret and address federal regulations, college policies, and program needs.
  • Partner with internal partners to support the ABECC enrollment experience tailored for new majority learners.
  • Serve on committees and work groups to assist in planning and operational development as related to Adult Education. Provides recommendations and insight to assist in reaching goals and objectives.
  • Perform all other duties and responsibilities as assigned or directed by the supervisor.

Job Requirements:
  • Bachelor's degree in a related field and
  • Three to five years of experience in higher education enrollment, admissions, or student services and
  • One to three years of proven leadership and supervisory experience in managing teams and working in a collaborative environment with progressive levels of responsibility
or
  • An equivalent combination of certification, education and experience sufficient to successfully perform the essential duties of the job such as those listed above
Preferred:
  • Five to eight years of experience in higher education enrollment, admissions, or student services
  • Experience specifically in Adult Education program leadership
  • Strong understanding of student information systems, CRM tools, and data analytics
The ideal candidate will have the following knowledge, skills and abilities:
  • Knowledge of and experience working with diverse adult learners including immigrants and refugees, adult basic education learners and HSE-seekers, and other adults seeking support with a variety of barriers to success in education and employment
  • Ability to interpret and apply policies, procedures, and regulatory guidelines
  • Familiarity with state and federal regulations affecting higher education erollment
  • Skill in program development and process improvement
  • Skill in verbal and written communication with the ability to explain technical concepts to audiences with a wide range of technical skills
  • Skill in positive, productive, and flexible customer service
  • Ability to apply analytical and critical thinking skills with the ability to solve problems, draw conclusions
  • Ability to establish and maintain cooperative working relationships within a diverse, multicultural, and student-friendly environment
  • Demonstrate curiosity and humility in seeking to understand and empathize with diverse populations to encourage and design programming and services that foster diversity, equity, and inclusion
  • Skill in people leadership, supervision, and evaluation
  • Grant writing, management, and reporting; Preparation of complex reports and documents. Interpretation and application of federal, state, and local policies, procedures, laws, and regulations as they pertain to community colleges and adult education, grant administration and compliance
  • Skill in organization, coordination, and management
  • Skill in gathering, compiling, and analyzing data
  • Computer software applicable to office environments
