Our ability to "flex" GVAP strategy & approach to the corresponding diversity of the portfolio/pipeline to be rolled out and to the complexity of increasingly diverse markets/payer policy environment resulting from international market expansion will be key enablers to achieving these strategic objectives.

Our GVAP operational model and capabilities need therefore to align to above accelerated and more complex portfolio & market environment in order to meet the required imperative for rapid access + reimbursement decisions for an innovative portfolio across increasingly diverse diseases and geographies.

As a result for our GVAP organization, while the dedicated existing 3 GVAP product franchise teams, (complement, Bone & Meta, early R&D pipeline) continue to provide focus in alignment with our commercial priorities , it is also essential that we strengthen our "transversal" market access approach and its consistency with across portfolio/across-market capabilities to develop, propose & roll out partnerships initiatives with payers where pricing strategy will co-exist together with "market access solutions" and Rare diseases payer policies shaping to create the needed alternative RD funding pathways for rapid access to our rare diseases drug pipeline in targeted 100 countries.

This is what you will do:

The Rare Diseases global Head of Payer partnerships and policy is a leadership role within GVAP team ( see below organization chart ) and an integral member of the Alexion Global Value- Access and Pricing leadership team.

Act as an innovative thought partner to VP GVAP to continue positioning Alexion as innovation lead in rare diseases payer partnership and policy topics and approaches.

The Rare Diseases global Head of Payer partnership and policy is accountable for building, & advancing partnerships & shaping policy strategies, narrative with payers to differentiate and establish RD funding pathway different HTA assessment process and integrate RD considerations as a key pillar within local health policy.

Collaborate and align with GVAP product teams ,countries & relevant global support functions considering Alexion's pipeline specificities, market access priorities, as well as external payer policy landscape across the diversity of market archetypes in scope.

The developed and proposed payers partnership strategies, initiatives and narrative should be consistent & relevant to the diversity of our EU/international market archetypes. In scope are Innovative Value Strategies (IVS), early access programs and payer policy framework to support accelerated access.

The role also includes developing and advancing in collaboration with EU/Intl countries policy shaping strategies to establish RD funding pathway, different HTA assessment process and integrate RD considerations as a key pillar within local health policy, supporting countries to complete plans through training, tools, and workshops to facilitate clear deliverables and strategic engagement.

The Rare Diseases global Head of Payer partnership and policy represent Alexion on payer partnerships and policy matters in internal forums and in pan-EU & global trade associations.
  • You will serve as the primary external contact and the face for Alexion's payer partnerships & policy topic, including in internal forums.
  • You will manage complex relationships with internal/external payers stakeholders identifying synergistic opportunities to collaborate for unmet needs within priority diseases.
  • Utilize high level relationship and negotiation skills to create payer partnership opportunities for market access environment shaping while building national capabilities.
  • Build and nurture long term relationships with key payer stakeholders/influencers that enhance the perception of Alexion as a leader in payer partnerships
  • Lead communication, engagement of key external partners to payers (academics, payer organizations, policy-makers manufacturers) on Alexion payer partnerships and policy topic.

Main Collaborations and Connections:
  • Ensures close collaboration with GVAP TA teams and global support functions ( HeOR, Medical, Global Policy Rare Diseases) to incorporate payer and patient policy input to support development of payer partnership & policy strategies and narrative.
  • Works with countries & global support functions (policy, Medical, HeOR, RWE) to define, secure implementation of the relevant IVS and to support corresponding payer policy shaping initiatives.
  • Fosters best practice sharing across countries and at a global level and drives exchange of talent across global and the regions

You will need to have:

Experience
  • We are seeking a candidate with strong experience working with EU-international markets or at country level of developing & implementing market access strategies & initiatives
  • Experience working with governments, payers, and pharmaceutical industry bodies / trade associations in EU-international markets to deliver country-level or cross-country policy initiatives, with confirmed examples of success
  • Experience constructing payer value narrative and implementing these into market access programs with confirmed examples of success
  • Relevant project leadership experience in the generation of payer partnerships and policy strategies platforms (e.g. IVS, Health Economics, RWE) in the pharmaceutical/biotechnology industry
  • experience in EU/HTA country payer partnership and policy shaping from either public sector, industry or consulting
  • Relevant Drug Development and/or Commercialization experience within the pharmaceutical/medical industry

Capabilities & skills

  • Have the ability to build and mobilize positive relationships and effectively collaborate with payers and a range of internal and key external partners, seeking to understand and anticipate the evolving external payer environment.
  • In-depth authoritative knowledge and technical capability in rare diseases /oncology/ specialized drugs payer partnership & policy matters including pricing & reimbursement, funding and access to medicines; IVS approaches
  • This individual needs to be highly autonomous and an effective communicator with cultural sensitivity and engagement skills across the diversity of EU/international markets in scope
  • Ability to deal with complexity (Countries, portfolio, diseases)
