The Hampton Roads Connector Partners JV (HRCP) consisting of VINCI Construction, Dragados, and Flatiron has been selected to construct the $3.3BN Design Build project -the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).

The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45 diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America.

Position Responsibilities:

  • Conduct regular field inspections of construction sites to monitor compliance with environmental regulations and permit conditions.
  • Observe and document construction activities to ensure they adhere to environmental management plans (EMPs) and mitigation measures.
  • Identify potential environmental impacts and recommend corrective actions to mitigate adverse effects.
  • Collect and analyze environmental data, including air and water quality, noise levels, and soil conditions.
  • Maintain detailed records of monitoring activities, observations, and data collected.
  • Prepare and submit regular reports on environmental compliance and monitoring results to the Environmental Compliance Manager and relevant regulatory authorities.
  • Ensure that construction activities comply with all applicable environmental laws, regulations, and permit requirements.
  • Assist in the implementation of site-specific environmental management plans (EMPs) and best practices.
  • Monitor the effectiveness of environmental protection measures and recommend improvements as needed.
  • Communicate with construction crews, project managers, and other stakeholders to ensure understanding and compliance with environmental requirements.
  • Assist in the implementation of emergency response plans for environmental incidents.
  • Respond to environmental Incidents, such as spills or releases, and coordinate with emergency construction crew to mitigate impacts
  • Stay updated on changes to environmental regulations and industry best practices.
  • Participate in professional development opportunities to enhance knowledge and skills.
  • Contribute to the continuous improvement of environmental monitoring and compliance processes.
Knowledge, Skills & Abilities:
  • Bachelor's degree in Environmental Science, Environmental Engineering, Biology, Ecology, or a related field preferred
  • Possess or ability to attain the VDOT ESCCC and VDEQ Stormwater Certification.
  • Minimum of 1 years of experience in environmental monitoring, preferably in construction or infrastructure projects.
  • Experience in bridge or tunnel construction is a plus.
  • Base Knowledge of environmental regulations and monitoring techniques especially SPCC Plans, Stormwater Management and Erosion and Sediment Control
  • Ability to interpret Erosion and Sediment Control Plans and Drawings
  • Ability to understand and communicate environmental compliance laws and regulations
  • Excellent observational and data collection skills.
  • Ability to analyze and interpret environmental data.
  • Strong communication and interpersonal skills
  • Proficiency in using environmental monitoring equipment and software.
  • Ability to work and make decisions independently.
  • Ability to use a tablet and laptop to create reports, edit documents, and email.
