Walla Walla Community College (WWCC) is seeking applicants for a Director of Education Operations position for the WWCC Correction Education programs located at the Coyote Ridge Corrections Center in Connell, Washington and the Washington State Penitentiary (WSP) located in Walla Walla, Washington. One Director will be hired at each campus.

This position is filled to fulfill a contract awarded to Walla Walla Community College (WWCC) by the Washington State Board for Community and Technical Colleges (WSBCTC) to operate a correctional education program at CRCC and WSP in accordance with an interagency agreement with the Department of Corrections. Walla Walla Community College and its employees working in a correctional education program are expected to follow all Department of Corrections (DOC) Policies, IT and other Security requirements, follow DOC Operational Memorandums, and comply with the Superintendent's directions.

General Description:
This is a full-time, non-represented, exempt position reporting to the Dean, Corrections Education. The Director serves as the primary interface for the Corrections Education program at Coyote Ridge Corrections Center (CRCC) or at Washington State Penitentiary (WSP). Walla Walla Community College (WWCC) provides basic skills, workforce, and academic education in a variety of custodial settings. Programs at CRCC and WSP include (but are not limited to): GED prep, ELA, HS+, Collision Repair Technology, Construction Trades Apprenticeship Preparation (CTAP), Open Doors, Automotive Repair, Business (AAS and BAS Degree levels), Carpentry, Diesel Technology, Digital Design, Human and Social Services, HVACR, and Welding. The Director of Operations is responsible for the daily operation and management of the corrections education programs. The Director is responsible for oversight of the workforce certificate and degree programs, support classes, pre-college, and reentry services at CRCC or WSP. The Director will ensure all WWCC education and Department of Corrections (DOC) policies and directives are adhered to. As a leader in Corrections Education this position handles numerous evolving situations unique to the corrections education environment that require crisis management, adaptability, and sound decision making.

Essential Functions:

  • Provide daily leadership and oversight of education programs in collaboration with the Director of Adult Basic Education and the DOC Facility Leadership Team.
  • Assist the Dean of Corrections Education in providing leadership to ensure a variety of high-quality education programs consistent with the educational needs of the inmate population.
  • Assign and delegate appropriate site level responsibilities.
  • Supervise and manage (e.g. recruit, select, train, and schedule) the following programs: Automotive Repair, Carpentry, Digital Design, HVACR, and Welding. Oversee the Academic Coordinator management of the Business (AAS and BAS Degree levels), Human and Social Services, pre-college and related support classes.
  • Assist the Dean in administering adopted correctional education budget and expenditures.
  • Oversee enrollment, registrations, student services, and reentry services ensuring accuracy of data and maintaining adherence to DOC, WWCC, Northwest Commission on Colleges and Universities (NWCCU) and State Board of Community and Technical College's (SBCTC) procedures.
  • Oversee the development of the quarterly class schedules for the Associate Degree programs, and related instruction. Recommend new hires of qualified instructors in collaboration with existing faculty to the Dean of Corrections Education.
  • At the delegation of the Dean, manage, schedule, supervise, and evaluate all direct reports and employees reporting through the departments (faculty and/or staff).
  • Provide leadership and supervision to faculty and staff (recruit, select, train, schedule and evaluate) in accordance with collective bargaining agreements, college and accreditation policies, and DOC policies.
  • Mentor faculty to ensure that course and degree learning outcomes are developed, implemented, and assessed.
  • Facilitate professional development for faculty.
  • Ensure effective and efficient management of the Department of Corrections (DOC) Offender Management Network Information (OMNI) class waiting lists and enrollment of students in the Student Management System.
  • Promote and support the efforts around diversity, equity, and inclusion, Guided Pathways, and continuous improvement.
  • Attend WWCC, DOC, and/or state correctional education meetings in the Dean's absence or as requested.

  • Supervisory/Managerial Responsibilities:
  • Supervise and manage all the workforce education programs at CRCC or WSP.
  • Supervise 7-9 direct reports, and 12-15 indirect full-time reports in addition to several part-time employees and/or adjunct faculty.
  • Decision-making works in partnership and collaboration with the Corrections Education Dean to ensure alignment with area needs and goals.
  • Delegation of tasks, responsibilities, and decisions as appropriate.

  • Budget Authority:
  • The Director is responsible for budget implementation under the leadership and supervision of the Dean of Corrections Education for the assigned site in the Corrections Education program.
  • Prepare recommendations for and administer the Division's budget, oversees all expenditures for goods, services, and personnel in consultation with the Dean of Corrections Education.

  • Required Qualifications
    Equivalent combination of education and experience may be considered at the discretion of the college.
  • Master's degree in community college leadership, education, adult or vocational education, business or public administration, criminal justice, corrections or a related field desired or equivalent experience in a related field at the discretion of the college.
  • Two years teaching or community college counseling experience (full-time or equivalent); teaching or counseling experience as a teaching assistant or adjunct instructor may count toward the requirement.
  • Experience in Higher Education administration.

  • Preferred Qualifications
  • Experience working in Corrections Education setting, or a similar setting.
  • Experience working in a stressful education environment that required crisis management, adaptability, and sound decision making.
  • Five years teaching experience (full-time or equivalent). Preferably in workforce or adult basic education.
  • Two years of experience in Higher Education Leadership (Department Chair, Director, etc.).
  • Experience with workforce education.
  • Bilingual, especially in Spanish/English.
  • Experience in teaching via a variety of modalities - online, hybrid, web- or technology-enhanced, face-to-face, or audio/video.

    Conditions/Terms of Employment

    This position is located inside the Coyote Ridge Corrections Center or the Washington State Penitentiary, an adult male prison. Interacts daily with students (incarcerated individuals), instructors, counselors, DOC, and WWCC staff. Successful candidate must have the ability to travel between on-site testing sessions with or without accommodations, approx. 2-3 miles per day. Both campuses are tobacco free institutions.

    Department of Correction positions are grant funded and funding is not guaranteed. Upon loss of grant funding, the position will end. WWCC does not absorb the cost to fund DOC grant positions.

    The work setting is primarily indoors with standard office equipment and no expected exposure to hazards. The work schedule for this professional position will typically be Monday through Friday 8-hours each day. Occasional nights and weekends. Out of town travel is required.

    Persons hired must be able to provide acceptable documentation of lawful authorization to work in the United States within three (3) days of employment and official college transcripts. WWCC participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the U.S. All Walla Walla Community College staff members employed at one of the Correction Education facilities must be cleared by an FBI background check before being hired into such positions and successfully complete a 3-week corrections training program. Information from the background check may not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.

    Compensation:
    Annual salary range for initial placement based on the exempt salary schedule: $101,735 - $115,104. The college has an excellent benefit program including paid sick leave; paid vacation leave; medical, dental, life, and long-term disability insurance; retirement and two optional deferred compensation programs. All full-time employees will automatically have 3% of taxable income deferred into the State of Washington Deferred Compensation Program (DCP). All administrative exempt staff set aside 1% of their gross salary in a Health Reimbursement Arrangement (HRA) (VEBA). All exempt employees are required to participate in this program. Walla Walla Community College requires all employees to participate in direct deposit for payment of salary.
