About the Role

Hybrid Opportunity: Requires 3 days on-site per week in Largo, MD.

Key Responsibilities

The Contracts Specialist will manage all aspects of contract administration, from research and development to compliance monitoring and performance evaluation. The ideal candidate will have a background in procurement, compliance, and contract management, with experience in both federal and state regulations. This role works closely with internal departments such as finance, workforce services, and executive leadership to ensure seamless operations and contract fulfillment.

Contract Administration:

  • Prepare, process, and manage contracts such as Cost Reimbursement (CR), Firm Fixed Price (FFP), Time and Material/Labor Hour (T&M/LH), and On-the-Job Training (OJT) agreements.
  • Develop Statements of Work (SOW), budgets, and payment schedules for contract phases, including generation, modification, extension, and close-out.
  • Assist with Requests for Proposals (RFPs) and Requests for Quotes (RFQs), ensuring compliance with applicable regulations.
  • Act as a liaison with sub-contractors, ensuring obligations are fulfilled and contract requirements are met.
  • Create detailed reports and forecasts regarding contract performance and compliance.

Grant Management:
  • Negotiate agreements with selected contractors and provide guidance on contract implementation.
  • Complete pre-award surveys and reviews, ensuring contracts meet performance and compliance requirements.
  • Assist with contract terminations as needed on favorable terms.

Monitoring and Reporting:
  • Conduct monthly desk monitoring and site visits to ensure compliance with regulations and performance standards.
  • Prepare and submit detailed monitoring reports, identifying non-compliance issues and corrective actions.
  • Maintain a systematic filing system of key documents for grant funds and procurement activities.
Required Qualifications
  • Associate's degree in Business Management, Real Estate, Finance, or a related field.
  • 3+ years of experience in contract administration, procurement, or compliance.
  • Strong understanding of federal, state, and local regulations, including the Workforce Innovation and Opportunity Act (WIOA).
  • Proficiency in preparing, reviewing, and auditing contract files and cost/pricing data.
  • Excellent written and verbal communication skills for preparing reports and engaging with stakeholders.
  • Ability to multi-task, prioritize, and meet deadlines in a fast-paced environment.
Preferred Qualifications
  • Experience in workforce development or nonprofit organizations.
  • Familiarity with pre-award surveys, RFPs, and RFQs.
  • Exceptional organizational skills and ability to think independently when solving complex problems.
